From January 2017, Indian citizens can no longer avail of the visa-on-arrival facility, but must apply for a PAR (Pre-Arrival registration) instead.
Once granted, the PAR can then be used to enter the Hong Kong Special Administrative Region (HKSAR) just as one would normally use a visa. This new system covers passportholders whose passports have been issued by the Indian government, in India or at any overseas Indian post.
